Take the money, but spare us the hypocrisy

August 4 looms large and the Proposed Constitution emphatically states that nobody shall be exempted from paying tax. The new laws go a step further to establish a Salary and Remuneration Commission mandated to fix perks for State Officers, including MPs.

As a result, waheshimiwa want to rush through hefty perks before the new laws come into force to tie the hands of the envisaged Commission since it would be unconstitutional to lower their income.

Luck is on the MPs's side as a Tribunal headed by retired Justice Akilano Akiwumi recommends that MPs be paid a gross salary of Sh1,091,000.

Break the silence on cruelty in families

Once again, society has failed to shield another woman and child from a cruel ending. Forget the serial killer-types. What rankles is the indifference in modern society to wife battery, child labour and sexual abuse, female genital mutilation and familial neglect.

The Capital Markets Authority (CMA) has amended the relevant legal framework to allow for the sharing of information with other regulatory bodies and the demutualisation of the Nairobi Stock Exchange (NSE).

The latest development will see the authority exchange information on financial systems, management and investigations of cross-sector regulated entities with the Central Bank of Kenya (CBK), Insurance Regulatory Authority (IRA), and the Retirement Benefits Authority (RBA).

Loshareng wins Lewa Marathon

Benson Loshareng, 20, from Kapenguria is the winner of men's 42km race at this year's Safaricom Lewa Marathon.

The winner, who was running his debut marathon, clocked 2:20.23 to pocket Sh150,000 plus 42-inch LG LCD television set, courtesy of LG Electronics.

Turkey to set up export council for regional market

Turkey will establish an export processing council for her investors in Kenya, Turkish Ambassador Junker Kayalar has said.

The move is meant to reposition its trade with Kenya and enable it take advantage of the larger East African Community (EAC) population of about 130 million.

Nyachae has last laugh as his party wins by-election

What goes around comes around, they say, and this adage was evidently at work during last week's South Mugirango by-election.

Former Cabinet minister Simeon Nyachae had the last laugh when his party's candidate trounced PDP's Omingo Magara and ODM's Ibrahim Ochoi.

The outcome of the by-election was sweet revenge for Nyachae, who had a string of losses to ODM in his Kisii home turf.

Nyachae lost the 2005 referendum to the Orange team led by Prime Minister Raila Odinga and this was followed with a defeat at the 2007 General Election.

But last week's results gave the former power man reason to smile as Raila was left agonising.

With Magara as the pointman, ODM trounced all the Nyachae allied MPs save for Bomachoge's Joel Onyancha. Mr Onyancha later lost the seat in a by-election to ODM.

Even though Nyachae had announced his retirement from politics, his large political shadow still hovers over Kisii and to many it was a mater of time before he struck.

As the South Mugirango by-election campaigns intensified, there were rumours doing rounds that Nyachae was likely to visit the area and "greet" the constituents, but he never did.

Fresh bid to streamline public transport

A Public Private Partnership (PPP) has been formed with the aim of streamlining urban public transport.

Top on the agenda for the new team is to introduce high capacity bus systems.

The partnership aims to promote use of high capacity buses as opposed to lower capacity matatus carrying passengers within the country's cities and towns.

Under the partnership, General Motors East Africa (GMEA) will supply the proposed bigger capacity Isuzu buses at concessionary rates, while the Co-operative Bank will finance the aqcuisitions and Invesco Assurance will provide a comprehensive insurance cover.

Bad habits back as MPs openly flout parties’ law

The just concluded South Mugirango by-election provided an excellent platform for politicians to flout the Political Parties Act, as the Interim Independent Electoral Commission (IIEC) watched helplessly.

Ministers and MPs trooped to the constituency to campaign for candidates from rival parties in violation of the Act.

Coincidentally, US Vice-President Joe Biden in his public lecture at Kenyatta International Conference Centre last week challenged Kenyans to overcome political indiscipline.

Is Government committed to cooperate with Ocampo over post-poll violence?

Trillion shilling budget to spur fragile economy

CBK blames Greek crisis for foreign exchange fluctuation

Legislators vow to shoot down tea amendment Bill

Debate has been raging following last week's ruling by the three judges over the inclusion of Kadhi courts in the Constitution. Senior Political Writer Stephen Makabila and Staff Reporter Mangoa Mosota spoke to Saboti MP Eugene Wamalwa and Nyando MP Fred Outa on whether they are for the planned censure Motion against the three filed by Imenti Central MP Gitobu Imanyara.

QUESTION: Do you support the planned Motion of censure on the three judges in Parliament?

ANSWER: Yes I do. I support the Motion 100 per cent because it is timely. The ruling by the judges was not fair at all. It remains suspicious and I am sure there are other MPs who also support the Motion.

QUESTION: Is the Motion not interference on the independence of the Judiciary as an organ of Government?

ANSWER: I do not think so. The two arms of Government are separate entities, hence interference is not possible. Parliament is only doing its work of checking on the performance of the Judiciary. It (Judiciary) should do its work in a manner acceptable to Kenyans.

QUESTION: Do you think Imanyara, who has already filed substantive Motion, will convince Parliament that there is reason to discuss the personal conduct of the three judges?

ANSWER: There are many MPs who will support the Motion. The requisite number will be easily raised. The aim is to discipline the judges and show Kenyans that the judgement was wrong. It should be a lesson to avoid
